Establishing the National Standard for Injured Worker Care
The OM Center of Excellence (COE) Designation was established to define a national standard for practices that treat injured workers. This designation recognizes medical practices that demonstrate strong administrative systems, effective care coordination, and consistent operational performance. Patient care remains central to the designation, while respecting physician autonomy and the realities of the workers’ compensation system.
The COE Designation, including its standards, evaluation criteria, and oversight framework, was developed through a formal, structured process governed by the Independent COE Oversight Committee. This committee led the development of the program and standards with substantive participation from experienced clinical professionals and industry experts representing multiple disciplines involved in the care, coordination, and management of injured workers. This collaborative governance model ensures that COE standards are objective, rigorously defined, and aligned with nationally recognized best practices, and that they are not created, interpreted, or applied solely by OM.
The designation recognizes practices that demonstrate the ability to provide timely access to appropriate care, maintain accurate and consistent documentation, and support effective communication among all parties involved in an injured worker’s care, while fully respecting physician autonomy and individualized clinical judgment.
The COE Designation reflects a measurable commitment to operational integrity and systems that support successful recovery for injured workers, including continuity of care, coordinated support throughout the recovery process, and outcomes that facilitate a safe return to work when medically appropriate. Above all, the designation affirms a practice’s demonstrated dedication to delivering high-quality, patient-centered care, with the health, safety, and recovery of the injured worker as the primary focus.

Support timely, patient-centered care by emphasizing efficient access to care, accurate and complete documentation, and coordinated administrative and care-support processes throughout the recovery journey.
Recognize practices that demonstrate strong administrative standards, including complete, accurate, and timely reporting of documentation related to the care and management of injured workers.
Promote accountability and transparency through structured communication and coordination among care teams and other parties involved in supporting an injured worker’s recovery.
Encourage alignment with applicable regulations and ethical standards related to the care of injured workers, including responsible documentation practices, ethical billing processes, and adherence to required reporting milestones.
Highlight operational excellence, including knowledgeable teams, organized authorization and tracking systems, and effective coordination practices that support continuity of care and help cases move forward without unnecessary administrative delays.
Reinforce the importance of measurable outcomes, with a focus on recovery progression, functional improvement, and safe, medically appropriate return-to-work outcomes.
The OM Center of Excellence (COE) Designation represents a national benchmark for best practices in the care of injured workers, grounded in patient-centered care, administrative integrity, and demonstrated outcomes.
The designation recognizes excellence not only in the support of clinical care, but also in the administrative and operational practices that help ensure injured workers receive appropriate, timely, and well-coordinated care throughout the recovery process.

To be eligible for consideration, practices must demonstrate a clear and measurable commitment to excellence in the care and support of injured workers. Applicants must meet the following foundational eligibility criteria:
Demonstrate the ability to support comprehensive and coordinated care for injured workers through established administrative, communication, and care-coordination processes that facilitate timely evaluation, continuity of care, and functional recovery.
Maintain a defined workers’ compensation program or structured coordination process within the practice to ensure consistent handling of authorizations, documentation, and case communication.
Demonstrate timely, complete, and accurate documentation practices, including treatment updates, progress reporting, and work-status information necessary to support employers, carriers, nurse case managers, and other involved parties.
Maintain open and consistent communication protocols with employers, insurance carriers, nurse case managers, and adjusters to support efficient case progression and reduce avoidable administrative delays.
Adhere to all applicable state and federal workers’ compensation laws, regulations, and reporting requirements, maintaining compliance throughout the duration of care.
Uphold ethical, transparent billing and compliance practices, including adherence to applicable fee schedules, accurate reporting, and proper documentation of required milestones such as impairment ratings and Maximum Medical Improvement (MMI), when applicable.
Maintain a professional, organized, and patient-accessible clinical environment that supports safety, trust, and effective care coordination for injured workers.
Demonstrate a consistent commitment to prioritizing patient care and recovery, ensuring that care decisions remain guided by medical necessity and professional clinical judgment.
Employ appropriately licensed and credentialed medical professionals and support staff, with evidence of ongoing education and training relevant to workers’ compensation administrative and coordination best practices.
The Independent COE Oversight Committee is responsible for safeguarding the integrity, consistency, and objectivity of the OM Center of Excellence (COE) evaluation and designation process. The committee is composed of experienced and respected professionals with demonstrated expertise in clinical environments, administrative operations, care coordination, and outcomes related to the care of injured workers.
All designation determinations are made solely and independently by the Oversight Committee in accordance with established COE criteria, documented evaluation standards, and approved review protocols. The committee’s role is limited to the evaluation of administrative practices, operational processes, care coordination systems, and verified outcome data.
The Oversight Committee does not evaluate, direct, or influence medical decision-making, clinical judgment, or treatment approaches. Physicians retain full clinical autonomy at all times.
Recognition and Use of the COE Designation
Practices that achieve the OM Center of Excellence (COE) Designation receive formal recognition following completion of the COE evaluation process and an independent determination by the COE Oversight Committee.

Upon designation by the Independent COE Oversight Committee, practices are authorized to display the official OM COE Seal and designation on their website, professional materials, and practice communications, in accordance with COE usage guidelines and designation policies.

Formal acknowledgment as a nationally recognized Center of Excellence for demonstrated administrative integrity, compliance alignment, care coordination, and patient-centered support in the care of injured workers, as determined by the Independent COE Oversight Committee.

Practices may elect to be included in the OM National Directory of WorkCompReady and COE-Designated Providers through a separate, paid listing. Participation in the directory is optional and is not required to earn or maintain the COE Designation.

The OM Center of Excellence (COE) Designation is a national professional recognition program administered by OM but governed by an Independent COE Oversight Committee. OM does not approve, deny, or influence designation determinations. All designation decisions are made solely and independently by the COE Oversight Committee in accordance with established COE standards and review protocols.
The COE Designation operates independently from OM marketing programs, promotional services, and business affiliations. Practices are not required to be OM clients to apply for or earn the COE Designation. WorkCompReady Certification is a separate, education- and training-based certification program available exclusively to physicians who participate in the OM Panel.
